
Union Budget Session 2026 Begins: President Murmu Highlights Corruption-Free Governance, Growth & Viksit Bharat Vision

The Budget Session of Parliament for 2026-27 began on Wednesday, with President Droupadi Murmu addressing both the Lok Sabha and the Rajya Sabha. She outlined the Union government’s vision for inclusive growth, social justice, national security, and a developed India.
The President’s address set the tone ahead of the Economic Survey 2025–26, scheduled to be tabled on January 29, and the Union Budget 2026–27, which Finance Minister Nirmala Sitharaman will present on February 1, 2026.

“ India Entering a Crucial Phase of the 21st Century” President Murmu
President Murmu said 2026 marks the beginning of the second phase of the 21st century for India, adding that the achievements of the last 25 years have laid a strong foundation across sectors.
She described the current period as a decisive base for India’s journey towards becoming a developed nation, stressing that the government’s focus remains on long-term structural transformation.
Govt Building a Corruption-Free System, Says President
Highlighting governance reforms, President Murmu said the government is succeeding in building a system free from corruption, ensuring that every rupee reaches its intended beneficiary.
She noted that India’s rapid progress across sectors such as infrastructure, water, agriculture, and manufacturing has become a topic of global discussion.
- Nearly 18,000 km of rural roads were added in the past year under the Pradhan Mantri Gram Sadak Yojana
- Direct benefit transfers and digital governance have improved transparency and efficiency

Manufacturing, Agriculture & Blue Economy See Record Growth
The President highlighted India’s strong performance in core economic sectors:
- Foodgrain production crossed 350 million tonnes
- India became the world’s largest rice producer
- The second-largest fish-producing nation globally, reflecting blue economy growth
- Continued leadership in milk production, driven by cooperative movements
- India emerged as the second-largest mobile phone manufacturer in the world
Clean Energy & Solar Expansion Key Budget Theme
President Murmu said India is rapidly progressing in renewable and clean energy, especially solar power.
- Over 2 million rooftop solar systems installed so far
This aligns with expectations that Budget 2026 will enhance funding for rooftop solar, green hydrogen, and energy transition initiatives.
National Security, Defence & Internal Stability in Focus
Maoism Near Elimination
- Maoist presence reduced from 126 districts to just 8
- Around 2,000 surrenders in the last year
- “The day is not far when Maoist terror will be eliminated,” the President said
Operation Sindoor & Defence Preparedness
Referring to Operation Sindoor following the 2025 Pahalgam terror attack, President Murmu said:
- India neutralised terror infrastructure using indigenous resources
- The operation showcased the strength of the Indian armed forces
- India has kept the Indus Water Treaty in abeyance as part of its anti-terror strategy
Defence modernisation and internal security are expected to remain key Budget 2026 priorities.
Ceremonial Opening of Budget Session
Earlier in the day, President Murmu was accorded a ceremonial welcome at Parliament, received by:
- Vice President C.P. Radhakrishnan
- Prime Minister Narendra Modi
- Lok Sabha Speaker Om Birla
An official carrying the Sengol, adopted as a cultural symbol, accompanied the ceremony.
